Flood Barrier
How do we define a flood
barrier? Most of us would say any barrier which prevents
water from getting somewhere we don't want it to go - and by
that we generally mean we want to stop it getting to buildings
and hence to us.
Traditionally
this has been done through civil engineering - walls, coastal
defences, river defences, dams, containment areas - and engineers
are rightly proud of their ability to prevent water getting near
buildings. Indeed it could be argued that important cities in
Europe (many major cities are on rivers) depend on good flood
barriers - London of course, Amsterdam (and much of Holland),
Rome, Paris and so on. European engineers are very good indeed
at large scale flood defences.
But floods no longer come mainly from rivers and the sea.
They are often caused by heavy rain and winds, which combine
with inadequate drains as well as swollen rivers and higher sea
levels, to create sometimes unprecedented levels of flooding.
And more dams, wall and levees don't work. Sometime civil defences
even result in water leaving an area more slowly than it would
otherwise.
We need to extend our definition of a flood barrier to include
direct defence of properties. That way, wherever water comes
from it can't get in. But how to do that properly? In the past
no-one spent much time considering it - rather we've hoped, or
assumed, that water will not reach us at all. But now it does
reach us no matter what we do, so there is a great need to work
